The City of West Kelowna has notified residents of next steps regarding the planned Rose Valley Water Treatment Plant (RVWTP) parcel tax.
Notices to property owners explaining how their share of the $75 million plant and transmission mains will move from quarterly utility bills to an annual parcel tax beginning in 2026ÎÚÑ»´«Ã½¯.
This notice is not a bill, itÎÚÑ»´«Ã½™s required under B.C. law to notify residents of upcoming parcel taxes. The letter also explains details about the parcel tax roll and the review panel.
The city is offering two repayment options. Starting April 2026, $37.50 will be removed from each quarterly utility bill. That amount is rolled into a single annual parcel tax of $150, plus estimated interest of $31, for a total of about $181 per year, shown on the property tax notice in May 2026. Most property owners receiving the letter chose this option.
The second option involves property owners who prepaid the lumpÎÚÑ»´«Ã½‘sum amount of $2,750 earlier this year and wonÎÚÑ»´«Ã½™t receive the letter. They will see the $37.50 reduction in utility bills in April 2026 and wonÎÚÑ»´«Ã½™t be charged the annual parcel tax. An additional preÎÚÑ»´«Ã½‘payment window will run from Sept. 17 to Oct. 1 for those still considering that option.
The city has prepared a roll listing all properties subject to the parcel tax in 2026. ItÎÚÑ»´«Ã½™s available for public viewing at city hall between 8:30ÎÚÑ»´«Ã½¯a.m. and 4:30ÎÚÑ»´«Ã½¯p.m. on weekdays (excluding statutory holidays) prior to councilÎÚÑ»´«Ã½™s formal adoption.
Property owners may submit a written request for a review by 4:30ÎÚÑ»´«Ã½¯p.m. on Fri., Aug.ÎÚÑ»´«Ã½¯22 if they believe there is an error or omission regarding name, address, parcel inclusion, charge amount, or exemption status.
The review panel, made up of three members of council, will meet at 5:30 p.m. on Tue., Aug.ÎÚÑ»´«Ã½¯26, at city hall to hear any concerns, make corrections, and finalize the roll.
